Ryan Bouchard CFA, CFP®, CEPA, AIF®
For nearly 25 years, Ryan has served in various investment research and portfolio management roles, including generalist investment analysis, detailed equity research, fixed income trading, portfolio management, advisory operations, and retail and institutional client management. Most recently, he served as the de facto Chief Investment Officer and Chief Economist for a 17-person Registered Investment Advisory (RIA) office in St. Louis, serving high-net-worth and ultra-high-net-worth clients.
Previously, he was a Senior Equity Analyst covering transportation stocks (and semiconductor stocks, before that) for many years. In his transportation analyst role, he collaborated with companies to create several new transportation pricing and volume indices that remain industry benchmarks today.
Ryan received his BS in Business Administration with a major in Finance from the University of Missouri – Columbia, and his MBA with a concentration in Finance from Saint Louis University. He is a CFA Charterholder, CERTIFIED FINANCIAL PLANNER™, Certified Exit Planning Advisor, and has earned the AIF® (Accredited Investment Fiduciary) designation.
He is a lifetime learner who enjoys spending time with his wife and four children, playing golf, traveling, and advancing the fields of finance and investing. Ryan also enjoys investing in future generations by mentoring and presenting to students at a range of universities and coaching youth sports. He is also a past recipient of the "Dad of the Year" award.
Amanda Steinmeyer
Over the last decade, Amanda has served in various administrative roles across the nonprofit sector. From Quality and Compliance Grant Administration to Training Development to Service Delivery Management, she has implemented systemized processes for more efficient yet still people-oriented service into every avenue of work.
Amanda received her B.A. in Organizational Communication from the University of Missouri-Columbia, focusing on Leadership and Public Service. She recognizes the importance of having a committed team to accomplish a goal and enjoys helping others achieve their goals. Prior to Rising Tide, Amanda was an Associate Director at The Salvation Army Divisional Headquarters in St. Louis, focusing on service planning and people development while implementing fundraising strategy across 138 counties.
Amanda is a servant leader who enjoys the adventure of raising and homeschooling her two children alongside her husband. You can find her most often at the library, at church serving in Children's Ministry, or outside in nature, especially in her garden.

Teddy Cerra is a trusted technology executive and cybersecurity leader with extensive experience guiding financial firms through the challenges of IT strategy, regulatory compliance, and digital transformation. As Chief Technology Officer, he is dedicated to building secure, scalable systems that protect sensitive data, ensure operational resilience, and support sustainable business growth.
With a career spanning CIO and CTO leadership roles, Teddy has successfully led enterprise-wide technology initiatives including cloud modernization, cybersecurity governance, Salesforce CRM deployments, and Microsoft 365 integrations. His disciplined background in law enforcement and federal service adds a unique foundation of risk management and crisis leadership, reinforcing his reputation as a professional worthy of trust and confidence.
